To convert a JPG to PDF without installing anything, use the print-to-PDF feature on Windows or the Create PDF action on a Mac. Both take a minute and run on your computer. The steps below follow Apple’s and Microsoft’s pages where they exist and mark the ones that rest on community answers.

Convert JPG to PDF on Windows

Windows includes a virtual printer called Microsoft Print to PDF that writes a PDF instead of paper. A Microsoft Q&A answer from a volunteer moderator gives the steps: open the picture in the Photos app, click Print, select Microsoft Print to PDF, and the picture is converted.

  1. Double-click the JPG to open it in Photos.
  2. Press Ctrl+P.
  3. Choose Microsoft Print to PDF as the printer.
  4. Click Print, name the file and pick a folder.

If the printer is not in the list, community answers on Microsoft Q&A point to a different printer being selected or to the feature being off in Windows Features. Those answers are not from Microsoft staff, so check the steps on your version of Windows. Several JPGs at once are not documented by Microsoft for this flow; a third-party guide describes the Print Pictures window, and convert multiple JPG to PDF covers tools that handle a list properly.

Convert JPG to PDF on a Mac

Preview works too: open the JPG, choose File > Export and look for PDF in the Format menu, which Apple’s page does not enumerate.

Convert JPG to PDF on a phone

On an iPhone, Apple’s Preview guide lists PDF among the export formats under the Actions Menu > Export. On Android, Google’s Chrome Help describes Share > Print > Save as PDF for a page, image or file opened in Chrome. These phone routes are one image at a time, and the details are in turn photo to PDF.

Choose and check

If your options include free tools from other makers, convert JPG to PDF free compares the route types by what they cost you. The print-to-PDF idea behind the Windows route is explained in save photo as PDF. After any conversion, open the PDF at 100% zoom, check the page count and look at the picture’s edges: print routes place the image on a paper-sized page and may add margins. What happens to the JPEG data itself is covered in JPG to PDF.
